Project Background & Challenges
During an extended heavy workload period, the Port’s
Environmental Department needed assistance with a wide variety of environmental
projects. Properties under investigation typically fell into one of three
categories: industrial brownfields slated for redevelopment, properties
at the margins of industrial areas targeted for habitat mitigation, and
industrial sites with significant environmental liabilities and/or long-term
regulatory obligations that would transfer with ownership.
Solution
Doug Hillman assisted the acting Environmental Director
by working as a temporary Environmental Program Manager for multiple and
concurrent projects involving remediation, redevelopment, and property
acquisition. He supported not only the Port’s Environmental Department
but also interactions with the Director of Industrial Development and
Real Estate and the Engineering Department. His work included supporting
construction projects, conducting environmental due diligence for prospective
land purchases, evaluating the potential cost liabilities, and providing
input on purchase negotiations.
