Tim Flynn Discusses Recent Water Rights Strategies for Aquifer Recharge Projects at AGWT

Aspect president Tim Flynn discussed recent water rights permitting strategies to implement aquifer storage and recovery (ASR) and managed recharge projects at American Groundwater Trust’s (AGWT) June 2011 Managed Aquifer Recharge conference in Olympia, WA.

In his presentation,“Water Right Permitting Strategies for Aquifer Recharge”, Tim highlighted recent changes to the Hillis Rule allowing for priority processing of new water rights for storage projects funded by Ecology's Office of the Columbia River. He also described opportunities for use of Washington State's Trust Water Right program coupled with aquifer recharge for water banking purposes.

The presentation showcased two aquifer recharge case studies – the City of White Salmon’s ASR project and the Twin Lakes Aquifer Storage project in the Methow River Basin – as practical examples of water rights permitting strategies for aquifer recharge projects.
