On November 3rd and 4th, join (virtually) Aspect’s Principal Water Resource Engineer Dan Haller and Senior Associate Hydrogeologist Tyson Carlson at The Seminar Group’s 13th Annual Washington Water Code Seminar.

As Co-chair, Dan will guide a distinguished group of professionals presenting on the past, present, and future of key issues in water law, including relinquishment, adjudications, conservancy boards, water banking, and instream flows.

In addition to Co-chairing the conference, Dan is leading the “Water Right 101 Power Hour: An interactive presentation on how the prior appropriation system works, impairment in water rights, and how engineering, hydrogeology, policy, and legal disciplines all have important roles in administering the water code.”

Tyson is co-presenting at the “COVID-19 Impacts on Water Resources in Washington” Session. This session aims to inform attendees on the “economic impacts, regulatory response, and use of technology in adapting to COVID-19 issues in water resources; New Health and Safety Standards for Projects; Use of Technology (drones) for site visits; how technology is changing the water resources practice.”

The Conference will also highlight Ecology’s recent legislative report on the future of adjudications in Washington. Given that the Acquavella Adjudication in the Yakima basin lasted 42 years, Ecology’s recommendation to adjudicate basins in Whatcom County and near Lake Roosevelt will help shape the future of water right law and policy for years to come.

PFAS: An Emerging Contaminant for Brownfield Sites

PFAS may seem like an obscure scientific acronym, but we encounter these chemical compounds—dubbed “forever chemicals”—in our food, water, air, and soil.

PFAS are perfluoroalkyl and polyfluoroalkyl substances, a family of over 4,000 man-made surfactant compounds manufactured to repel water and oil/grease. Since the 1940s, PFAS have been widely used in commercial and industrial applications, including many consumer products that can be found in every household: Teflon non-stick pans, food packaging, stain-resistant upholstery, and more.

Recent studies point to PFAS as a growing concern for communities and clients, including at water systems and brownfield sites. Aspect has recently worked on sites with PFAs concerns, and we summarize the history, background, and current regulations (both the state and federal scale) around this emerging environmental concern.

A Brief History of PFAS: Why Should We Care?

In 1956, researchers discovered that PFAS compounds bind to human proteins, and by the 1970s PFAS were found to accumulate in human blood. In 2000, the American Chemical Society published a study showing the distribution of people with detectable concentrations of PFAS in their blood was at a global scale. Research groups worldwide, including the U.S. Environmental Protection Agency (EPA), are increasingly evaluating the toxicity and potential human health risks of PFAS exposure.

Though limited human epidemiological studies have been conducted to date, laboratory animal studies suggest that adverse health effects due to PFAS may include irregular fetal development, cancer, and liver and thyroid damage, among others.

PFAS are released into the environment primarily from locations with long-term use of aqueous fire-fighting foams (military sites, airports, and fire-training facilities), industrial facilities that produce metal plating or directly produce PFAS, and landfills that receive municipal or industrial wastes. One of the main exposure pathways for the general public is via PFAS-impacted drinking water.

Of about 6,000 public water systems monitored by the EPA for PFOA and PFOS between 2013 and 2015, approximately 80 public water systems were found to contain the compounds at concentrations above the EPA’s Lifetime Health Advisory level of 70 parts per trillion (ppt). In Washington State, Aspect is incorporating testing for select PFAS compounds into drinking water aquifer monitoring programs at the request of municipalities.

Current State vs. Federal PFAS Regulatory Context

Despite the public and regulator awareness and general acceptance of the risks associated with PFAS exposure, PFAS compounds are not currently identified as hazardous substances in federal regulations to enforce investigation and cleanup standards. In 2019, the EPA released a PFAS Action Plan outlining an approach for their response, which is in progress. The plan suggests that in the relatively near future, we can expect to see at least the two most well-researched compounds, PFOA and PFOS, listed as hazardous substances at the federal level, by Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), or other pathways.

In the meantime, 28 states are forging ahead with state-level regulations in lieu of EPA enforceable action and CERCLA status. In Washington, the state legislature recently passed two bills limiting uses of PFAS in food packaging and Aqueous Film-Forming Foams (AFFFs) in 2018 (Engrossed State House Bills 2658 and 6413). Additionally, the Washington State Department of Health (DOH) is developing an amendment for Chapter 246-290 of the Washington Administrative Code (WAC) to address PFAS in drinking water in Washington. This amendment includes state action levels for the EPA’s two target compounds, PFOA and PFOS, as well as three additional compounds (PFHxS, PFNA, and PFBS).

The DOH is proposing a more protective approach than the EPA by setting the draft state action levels for PFOA and PFOS for Group A public water systems at 10 ppt and 15 ppt, respectively—lower values than the EPA’s Lifetime Health Advisory value of 70 ppt. DOH is projecting to finalize the amendment in 2021.

PFAS Next Steps in the Pacific Northwest

In October 2020, Washington State Departments of Health and Ecology published their PFAS Draft Chemical Action Plan (CAP). The draft CAP has been in development since 2016 and includes recommended actions to reduce human and environmental exposure based on a comprehensive assessment of known and potential sources and occurrences of PFAS in Washington State. The public comment period started on October 7, 2020, and closes on Monday, December 7, 2020. DOH and Ecology are projecting to finalize the CAP in 2021.

Applying State-of-the-Science Insight to PFAS Cleanup and Monitoring

The lack of federal PFAS guidance creates significant challenges for industry and public officials as they assess environmental liability and community impacts. Aspect is working on several projects to help clients problem-solve PFAS challenges, including applying state-of-the-science PFAS data to help municipalities evaluate and monitor wellhead protection programs.

Join Aspect Stormwater Experts (Virtually) at NEBC Stormwater Conference Thursday September 10

Touted as “The State’s Largest and Most Comprehensive Stormwater Conference,” the Northwest Environmental Business Council (NEBC) will host the Managing Stormwater in Washington state conference on Thursday, September 10th. For the first time, this conference will be held virtually, and Aspect is proud to be a premier sponsor of the event again.

This focused one-day conference is Washington’s leading stormwater event, convening regulated companies, governments, solution providers, and regulators for learning, networking, and business development. The conference’s educational sessions will cover both fundamental and advanced topics in the areas of industrial, construction, and municipal stormwater management. Aspect’s stormwater professionals Owen Reese, James Packman, John Knutson, and Erik Pruneda and will also be contributing to three of the sessions.

Owen will be part of the panel during the conference’s Featured Plenary Session, The Impact of Third-Party Lawsuits. Clean Water Act lawsuits brought by public interest groups have become an effective enforcement tool for stormwater permit compliance. Functioning as a supplement to agency enforcement efforts and feared by regulated industry, these citizen suits can lead to unwanted scrutiny and often carry stiffer penalties than an agency enforcement action. The panel of experts will shed light on the citizen suit provision of the Clean Water Act, causes and timing, and what you can expect if you find yourself in trouble.

James will moderate the Municipal Fundamentals session, where attendees can gain a thorough understanding of the basic elements of municipal stormwater management including general permit requirements and enforcement; watershed planning; source control; creating Stormwater Pollution Prevention Plans (SWPPPs); proper sampling techniques; and the most common Best Management Practices (BMPs) in municipal settings.

John and Erik will be presenting on the Keys to Successful Infiltration, where they will discuss the recently published Infiltration Standard Operating Procedures (SOPs) that Aspect developed for the Port of Seattle’s Seattle-Tacoma International Airport. The SOPs provide a holistic process for planning infiltration system and dive into the details on field testing and using test information to support design.

Lake Crescent Roadway Stabilization Project Honored with ASCE Award

The American Society of Civil Engineers’ (ASCE) Seattle Section honored Aspect’s Lake Crescent Roadway Improvement Project at their recent Local Outstanding Civil Engineering Achievement (LOCEA) Awards ceremony. The project won this year’s award for Geotechnical Engineering, recognizing Aspect’s innovative moment slab design that widened and stabilized a key stretch of Highway 101 along Lake Crescent in Olympic National Park.

Principal Geotechnical Engineer Erik Andersen walked the group of 60 people watching online through the project and how Aspect got involved. A 400-foot-long section of two-lane road on the shore of Lake Crescent was in need of a permanent solution to address ongoing instability and widen the road. The Federal Highway Administration’s Western Federal Lands Highway Division (FHWA), who have jurisdiction over this part of Highway 101, recommended the unstable shoulder fill be removed, and a mechanically stabilized earth (MSE) wall be constructed at or above the lake level.

Complex Geology + Unstable Shoreline = Great Engineering Challenge

This recommendation presented a host of challenges to an already complex site with varying geology and an unstable shoreline. Constructing the MSE wall would require blasting bedrock in some areas and constructing concrete beams in other areas where bedrock was below the lake elevation, which would be difficult to execute within the 4-hour windows they were permitted to have both lanes of the highway closed. Blasting the rock and construction near the lake would greatly disturb wildlife, fish, and the lake itself. Strider Construction, tasked with building the MSE wall, determined this concept was too difficult and risky. They turned to Aspect to develop a safer and more constructible alternative. Erik and Staff Engineer Henry N. Haselton brainstormed with Strider and FHWA to develop a moment slab design.

Henry and Ken Wilson from Integrity Structural Engineering joined the presentation to discuss the analysis and design for the slab. The heavily reinforced concrete slab was designed to be supported on the shore at one end and suspend (or cantilever) over the embankment. It required significantly less excavation and blasting from the site, eliminated the need for temporary shoring, and could be completed without disturbing the pristine waters of Lake Crescent. With the easier design in place, construction moved at a more predictable pace. Ultimately, work was completed three weeks earlier and saved the project over $100,000, as compared with the original MSE wall concept.

Bellingham Waterfront Project Also Honored

Aspect contributed to the success of another of the night’s honorees. Project Geologist Matthew von der Ahe provided hazardous material mitigation during construction of KPFF’s Granary Avenue and Laurel Street Project. This roadway/bike lane/sidewalk project for the City of Bellingham improved access into Waypoint Park (itself a winning project) on the former industrial site that housed the Georgia-Pacific Tissue Mill.

Guiding Operators to Safe Design for 1,100+ Dams

The public perception of water supply dams may bring to mind huge reservoirs, such as the Hoover Dam in Nevada and, in the Pacific Northwest, the Grand Coulee dam. However, Washington state also is charged with regulating and monitoring over a thousand dams of varying sizes, most of them under 50 feet tall. These largely earthen dams are used for a variety of irrigation, water quality, and recreation purposes.

Helping Dam Owners Plan for Storm and Precipitation Impacts on Dams

Washington’s Dam Safety Office conducts design, planning, and construction inspection and monitoring to ensure dams and owners (the majority of the dams they monitor are privately owned) operate in a safe manner. As part of the regulations, dams are required to meet specific risk-based design requirements during major storms, particularly anticipating heavy rain and or snow events.

Every 10 years, precipitation data is gathered across hundreds of weather stations throughout the state for storm event analysis to help determine safety design criteria. These data and analysis are used by dam owners and state dam safety engineers to ensure design requirements are met.

A Better Software Tool for Dam Safety Projects

Aspect’s software development team, in collaboration with Washington’s Dam Safety Office and MGS Engineering Consultants, co-designed and developed a more user intuitive application for both dam owners and dam safety engineers for risk-based design. The Precipitation Magnitude-Frequency Calculator application helps dam owners determine their requirements by dam location and storm duration event. Users can now more easily select their dam location, storm event durations (small, medium, large), and quickly see the safety design requirements for their particular location. The new calculator is available to download as a zip file on the state’s website.

Key U.S. Supreme Court Decision on Groundwater and the Clean Water Act

On Thursday, April 23, the U.S. Supreme Court ruled in County of Maui v. Hawaii Wildlife Fund, setting an important, but difficult to implement, precedent for determining when National Pollutant Discharge Elimination System (NPDES)[1] permits are required for discharges to groundwater.

How this Case Came to Be

The County of Maui discharges treated municipal wastewater to the ground through four wells about a half-mile from the Pacific Ocean. Multiple environmental groups sued under the Clean Water Act, alleging that the discharge required an NPDES permit.

The U.S. District Court agreed with the environmental groups, concluding that a permit was required because the discharge was “functionally one into navigable water.” The Ninth Circuit Court affirmed, establishing a test that permits are required when “pollutants are fairly traceable from the point source to a navigable water.”

The County appealed to the U.S. Supreme Court. EPA weighed in, offering an Interpretive Statement that concluded that all releases of pollutants to groundwater are excluded from the Clean Water Act’s permitting program, “regardless of a hydrologic connection between the groundwater and a jurisdictional surface water”.

The Supreme Court set aside the prior approaches by the District Court and Ninth Circuit, and did not give deference to EPA’s opinion, instead crafting their own solution that NPDES permits apply “to a discharge (from a point source) of pollutants that reach navigable water after traveling through groundwater if that discharge is the functional equivalent of a direct discharge from the point source into navigable waters.”

In a recent blog post, attorneys from Stoel Rives view the Court’s decision as taking the middle ground, resulting in the need for potentially difficult case-by-case evaluations based on the non-exclusive list of seven factors the Court defined as important for functional equivalence:

  1. Transit time

  2. Distance traveled

  3. The nature of the material through which the pollutant travels

  4. The extent to which the pollutant is diluted or chemically changed as it travels

  5. The amount of pollutant entering the navigable waters relative to the amount of the pollutant that leaves the point sources

  6. The manner by or area in which the pollutant enters the navigable waters,

  7. The degree to which the pollution (at that point) has maintained its specific identity

Hydrogeologic Science to Increase in Relevance

The opinion established time and distance as the most important factors in most, but not all, cases.

This emphasis will likely prove problematic, because time and distance, while important, are often not enough, by themselves, to resolve the question of whether pollutants are being transported to a surface water. Should it matter how close (in time or distance) a discharge is to a surface water, if the subsurface conditions provide adequate treatment? In many cases, the other factors identified by the court may prove more important. These questions will likely only be resolved through hydrogeologic studies, and in many cases litigation, at the expense of the individual dischargers.

Implications for Pacific Northwest Businesses and Municipalities

This decision has relevance to businesses and municipalities in the Pacific Northwest that discharge stormwater or wastewater to ground. We expect to see increased attention from regulatory agencies and environmental groups focused on discharges to groundwater. In particular, facilities that are currently exempt from the Industrial Stormwater General Permit because they only discharge to ground should carefully examine their discharge relative to this decision.

New Western States Water Rights Marketplace Opens

Western Water Market – a new online marketplace to buy and sell water rights – launched in February in Washington state, with plans to eventually expand water rights listings across several western states. WWM looks to streamline a patchy water rights marketplace process, which traditionally has relied mostly on word of mouth to connect buyers and sellers.

Zap! Pow! Remediators Unite: Environmental Science in a Comic Book

Aspect feels lucky to have a strong connection with Western Washington’s Huxley College of the Environment in Bellingham. Associate Scientist Kirsi Longley (Huxley College alumnus; featured on page 38 of the below comic!) and Principal Hydrogeologist Steve Germiat have guest lectured there over the years, talking the ins and outs of environmental remediation along with the day-to-day realities of being an environmental consultant. In fact, Steve Germiat presented to the class in March 2020, just a day before they stopped meeting on campus due to COVID-19 risks.

We wanted to turn the spotlight on this innovative and creative group taught by Professor Ruth Sofield. In just one example of creative communication, the students in the Science, Management, and Communication of Contaminated Sites (SMOCS) have taken their learning of environmental remediation and powered it into comic form. The comic is an innovative form of public outreach – and communicates the complexity of environmental cleanup to reach all audiences.

Given the recent COVID-19 public health recommendations, the class is now meeting exclusively online thus highlighting, even more, the importance of unique science storytelling that can reach many audiences even when not physically in the same location.

Water Banking Takes Center Stage in Washington State 2020 Legislative Agenda

The 2020 Washington State legislative session kicked off in January and the future of water rights and water banking in the state are taking center stage in the early legislative discussions. At least six prominent bills centering around the State’s “Trust Water Rights” program are being proposed. These bills range from advocating for incremental changes to fundamentally altering how water is permitted, including ideas to prevent or add new criteria for out-of-basin transfers; set up a new “community needs” test to form a water bank; prevent conservancy boards from working on water banks anymore; to charge money for setting up and running banks to cover State time.

Why is Water Banking a Hot Topic?

There’s been an increasing public spotlight in Washington State water permitting issues, including some recent worries that out-of-area speculation is influencing the water market. A reminder that in 2017, the entire $4 Billion state legislative session hinged on the resolution of the Hirst water rights negotiations. That 2017 legislation eventually led to the 2018 Streamflow Restoration Act, which manages over $300 million dollars in state funding to address water rights and supply challenges throughout the state’s watersheds to help habitat, agriculture, and communities over the next 15 years.

Leadership Training in the Built Environment: One Engineer’s Perspective

The built environment (i.e., the man-made environments we live and work in) is developed by interdisciplinary teams of planners, architects, engineers, permitting and construction experts, and other professions. Given the complexity of building in today’s urban world, setting aside time outside of project delivery to connect—and learn from—each other is challenging. The Urban Land Institute (ULI) is the world’s oldest and largest network of real estate and land use professionals and with over 1,000 member organizations. ULI’s Northwest chapter is a thriving network of 1,000 professional members and facilitates connection and professional development opportunities in the region.

Aspect’s Associate Engineer Adam Griffin recently completed ULI’s six-month Center for Leadership (CfL) program with a cohort of 36 fellow professionals. Adam shares some thoughts on this program and the value of trying something different to grow professionally.

 What was the program like?

My cohort was the 5th of the CfL program, which consisted of 6 sessions culminating in a team deliverable and presentation to the Puget Sound Regional Council. The regional ULI staff have refined a program that weaves leadership development into the region’s built environment vision, projects, and challenges. The leadership element is founded on your DiSC® profile[1] in the first session and evolves to sessions and projects where teams are designed based on leadership profiles. Session themes ranged from “Urban/Rural Divide: Finding Common Ground” to “Resilience in the Age of Disruption” and were hosted at some of the region’s coolest spaces (i.e., the Amazon sphere)—my favorite spot was Taylor’s Shellfish Farms on West Samish Bay on a bluebird day!

What did you learn?

A lot! Awareness of my Steady leadership profile (from my DiSC® assessment)—tendencies, strengths, weaknesses, and opportunities for growth—and how to apply this awareness to my own professional growth. This program was a departure in how I’ve historically used my professional development time and I learned that when you step outside of your comfort zone, growth and learning are inevitable. I re-learned that relationships are the best investment of professional time. I also learned about the vision and ambition of our region, and what a tremendous opportunity we currently have to shape it.

[1] DiSC is a non-judgmental communication tool that stands for Dominance, Influence, Conscientiousness, and Steadiness. It’s similar to a Myer Briggs approach but focused on describing someone’s communications style—including priorities, motivators, and stress triggers.

Robyn Pepin and Spencer Ambauen Talk Fish Habitat Solutions at River Restoration Northwest

The 19th annual River Restoration Northwest symposium is this week in Stevenson, Washington. Representatives from Aspect’s Seattle, Wenatchee, and Portland offices are attending to cheer on presentations by two of our colleagues focused on removing fish passage barriers in the Pacific Northwest.

Senior GIS Analyst Robyn Pepin’s presentation “Data-Driven Decision Making: An Innovative Prioritization Tool for Restoration (and more!)” showcases the methodology behind the GIS-based tool she created in partnership with the Upper Columbia Salmon Recovery Board that synthesizes and streamlines numerous data sets to prioritize what barriers are most need of removal in the Wenatchee Basin.

Spencer Ambauen is presenting his poster on the Geosynthetic Reinforced Soil-Integrated Bridge System (GRS-IBS). This bridge construction system is made from alternates layers of compacted structural fill soils and a mesh-like geosynthetic reinforcement that can be used in many subsurface and seismic conditions. For public agencies looking to replace hundreds of aging, undersized culverts and other structures hindering riparian habitat, GRS-IBS bridges are a less expensive option that are easier to construct and maintain. These bridges becoming more common across the east coast, but so far there have been only two constructed in Washington state. Spencer is well familiar with the GRS-IBS system; masters thesis involved numerical modeling to evaluate how these bridges behave under surcharge loading, and he completed design for an GRS-IBS bridge for the Washington State Department of Fish and Wildlife to enhance fish passage at Tolmie State Park near Olympia.

On December 3, Aspect’s Erik Pruneda, PE, CFM will be presenting on floodplain mapping changes due to climate change at The Seminar Group’s 18th Annual CLE Bootcamp in Seattle. His talk will focus on the impacts of climate change on coastal and riverine flooding and how flood hazards are being represented in the National Flood Insurance Program (NFIP) Floodplain Insurance Rate Maps (FIRM).

In an episode titled “A Culvert Affair,” hosts Amy and Jen talked with Robyn about the Fish Passage Barrier Prioritization Tool she developed for the Upper Salmon Recovery Board to prioritize which culverts and other obstructions blocking fish passage should be removed first, and how she continues to adapt and improve it as needed for other agencies. Robyn also walks listeners the Flow Network tools she used to create the tool.

James Packman Presents on Urban Environmental Planning to University of Washington Class

Aspect Senior Hydrologist James Packman presented on environmental planning for the second year to a class in the College of the Built Environment at the University of Washington.

The students in the “Planning as a Profession” class learn about urban planning from a different guest lecturer each week who is a professional working in their field. James presented environmental planning from a holistic point of view—from the skills and interests that lead a person to the profession and the different disciplines working in the industry to the laws and regulations that drive project design, permitting, and building and examples of water-focused planning. His overarching message focused on interdisciplinary skills, and he gave examples of Aspect projects where collaboration between disciplines was vital to both win the work in a competitive consultant market and address the environmental elements.

One example of an urban planning project is Seattle’s SEA Streets Project, which changed several streetscapes in residential neighborhoods to decrease stormwater runoff.

For example, James discussed how planning and executing urban stormwater management projects – such as the City of Seattle’s innovative SEA Streets program in north Seattle – have many benefits: reducing stormwater runoff before it reaches the sewer and downstream water quality; improving habitat diversity; narrowing streets that make cars slower and increase safety, and increase street aesthetics and property values.

For the homework and in-class activity, James introduced the State Environmental Policy Act (SEPA). In small groups and guided discussion, the students learned about the many environmental planning elements required to complete a SEPA checklist. Through this exercise, they developed a list of skills and areas of knowledge required for each SEPA topic, which will be a valuable reference as they transition into their careers and work in urban planning.

Jill Van Hulle Joins Aspect's Preeminent Water Rights Team

Jill Van Hulle, Associate Water Rights Specialist

Aspect strengthens its water resources practice with the addition of Associate Water Rights Specialist Jill Van Hulle. Jill is a water rights evaluation and permitting specialist with over 25  years of experience focused on Washington state water law, water rights acquisitions, and transfers for public agencies and private industry. Jill will join Aspect’s growing Olympia office, expanding Aspect’s capabilities for clients in the south Puget Sound area.

“Jill is respected by clients, regulators, and peers as one of the most knowledgeable and savvy water rights practitioners in Washington,” says Tim Flynn, Aspect’s President. “We’re excited to continue to introduce Aspect to all the south Puget Sound and clients throughout Washington that Jill has built strong relationships with.”

Jill worked as a water rights consultant for the last 11 years, and before that had 15 years of experience working at the Washington State Department of Ecology. She brings in-depth understanding of many water rights permitting strategies that protect valuable water resources assets for clients. From relinquishment protection strategies to water banking, from new mitigated permits to transfers, Jill is working on innovative projects throughout Washington.

Aspect Team to Present on Water Rights at Seattle Law Seminar November 20 and 21

At The Seminar Group’s November 20 and 21 forum on Washington state water rights, Aspect’s Dan Haller, Tyson Carlson, and Taylor Dayton will be presenting on a variety of features of Washington’s Water Code.

Dan Haller, Tyson Carlson, and Taylor Dayton will discuss a range of Washington State water rights topics at The Seminar Group’s November 20-21 forum.

As Program Co-Chair, Principal Engineer Dan Haller, alongside Jeffrey Kray from Marten Law PLLC, will introduce both Day One and Day Two sessions. Dan will also join a panel discussion on Day One — along with David Christensen with Ecology and Sara Mack of Tupper Mack Wells PLLC — covering current relinquishment law and legislative themes.

Also on Day One, Project Engineer Taylor Dayton ( Chelan County Conservancy Board member) joins David McClure, Executive Assistant of the Klickitat County Water Conservancy Board, to discuss the past, present, and future of water right transfers from the Conservancy Board perspective.

On Day Two, Senior Associate Hydrogeologist Tyson Carlson joins a panel discussion — with Ecology’s Trevor Hutton and Kittitas County Public Health’s Erin Moore — on Kittitas County’s groundbreaking water bank program.

How to Deliver More Successful GIS Outreach Campaigns at NW GIS in Bend

Conducting a successful public outreach and/or marketing campaign using GIS is more involved than just publishing a web-map. Marketing, communication, design professionals, and a wide range of other professionals are increasingly seeing the value of map-based infographics to promote marketing and communication campaigns. Aspect’s Blair Deaver recently presented at the Northwest GIS User Group on how to conduct a successful marketing campaign that involves GIS. Blair has developed successful story map campaigns and he brought his experience on those to propose marketing tips outside of simply publishing your web map such as:

  • Messaging and Audience

  • SEO/SEM considerations

  • Engagement with marketing, communication, and management colleagues

  • Increasing Virality

  • Measuring Impact

In addition to Blair’s presentation, Aspect’s GIS crew was thrilled to learn their fish passage poster presentation — visualizing Aspect’s fish passage removal GIS tool — won the award for “Best Analysis.”

Exploring the Complexity of Water Rights Investing

The Seattle Times published an in-depth two-part series looking into recent challenges and proposed solutions of investing in water rights in Washington State. The articles spotlight the Chewuch Canal in the Methow Valley and a farm in the Palouse as two examples of different perspectives on water banking, the state’s Trust Water Rights Program, and what it means for the future of water in some of the state’s most sought-after agricultural centers.

Given Aspect’s experience with thousands of water rights projects as well as the majority of the state’s water banks, we welcome discussion on the complex topic of water rights investing in the Pacific Northwest.

40 Years and 2,500 Claimants Later: A Big Milestone for Washington State Water

This spring, after 42 years, the Aquavella adjudication is finally closing and claimants are receiving adjudicated certificates.  The importance of the adjudication can’t be overstated. 

  1. It provided certainty in priority dates for water users.

  2. It created the conditions necessary for water banking to thrive in the greater Yakima basin.

  3. It reset the relinquishment clock for water right holders.

  4. It sowed the seeds of the Yakima Integrated Plan, arguably the most ambitious multi-purpose watershed recovery effort in Washington State and a national model. 

Since 2001, Aspect has assisted in proving up beneficial use for adjudication claimants, conducted water studies supporting both permanent and drought transfers, assisted in hundreds of water right transactions, bought and sold water from water banks on behalf of our clients, and are running a water bank in the Yakima basin. 

All of this work was made possible by the hard work of agencies, attorneys, irrigation districts, farmers, cities, counties, and non-profit entities participating in the Acquavella adjudication.  The following video and article provide more context on the history and effort in pulling off this herculean effort.  Now all that is left for Ecology to decide is where in Washington State to go next!
